1. Boots of Lightness
You have got to get to a certain part of the Temple of Ikov quest for these boots. Here's a guide.

Requirements

  1. 42 Thieving

  2. 40 Ranged

  3. Lit candle

  4. Weapon with slash attack (dagger, sword, whip)

Temple of Ikov Map

1. Go to the Flying Horse Inn in Ardougne and talk with Lucien. He will ask you to retrieve the Staff of Armadyl. When you agree he will give you the Pendant of Lucien.

2. Go to the Temple of Ikov, a dungeon north-east of Ardougne and enter it. Head west and go to some stairs that go to an area that is completely black.

3. Go into the room and you'll notice a web, slash it and behind it are the Boots of Lightness. They reduce weight by 4kg.

2. Spotted Cape/Spottier Cape
Getting the Spotter Cape and/or Spottier Cape is pretty simple. You just have to train your Hunter level.

You need level 40 Hunter to wear a Spotted Cape and level 66 to wear a Spottier Cape.

A Spotted Cape reducees weight with 2,5kg and a Spottier Cape reduces weight with 5kg

The spotted cape is obtained by trading 2 Spotted Kebbit furs and 800gp to the Fancy Dress Store Owner in Varrock. The spottier cape is obtained by trading 2 Dashing Kebbit furs and 800gp to the Fancy Dress Store Owner in Varrock. But the best option to buy either is buying them from the G.E.

3. Penance Gloves
Penance Gloves reduce weight by 4.5kg. They can be obtained during the Barbarian Assault Minigame, you can exchange them in the reward shop for 175 points in each role (Attacker, Defender, Collector and Healer).
You also need 40 Defence to be able to wear these gloves.

Here's a good guide for playing this minigame, from the RuneScape Knowledge Base:
Barbarian Assault

During this minigame you can't wear a cape. High armour is recommended. The best world to play this minigame is World 6

4. Agility Top and Legs
Agility Top

The Agile top reduces your weight by 12kg.

To obtain it you will need atleast level 90 agility to run on the Advanced Barbarian Outpost Agility Course. Here you will have to do 250 laps in total without failing, after which you can talk to Gunnjorn on the course to claim your reward.

Agility legs

The Agile legs reduce your weight by 10,5kg.

To obtain these you will need atleast level 85 agility to run on the Advanced Gnome Stronghold Agility Course. Here you will have to do 250 laps in total without failing, after which you can talk to any of the Gnome trainers on the course to claim your reward.

Our apologies, a PICTURE is missing here.
